The government said they want to make Bangladesh an earthquake-free country by 2071. To do this, they will take financial help from Japan. Japan will provide workers and tools as well. Why is the government taking help from Japan? Because even though Japan is on an island, earthquakes do not cause any damage to the country.

সরকার বলেছে, তারা ২০৭১ সালের মধ্যে বাংলাদেশকে ভূমিকম্পমুক্ত দেশ হিসেবে গড়ে তুলতে চায়। এই কাজ করতে, তারা জাপানের কাছ থেকে আর্থিক সহায়তা নেবে। কর্মী ও সরঞ্জামও প্রদান করবে জাপান।
সরকার কেন জাপানের কাছ থেকে সাহায্য নিচ্ছে? কারণ জাপান একটি দ্বীপে থাকলেও, ভূমিকম্প দেশটির কোনো ক্ষতির কারণ হয় না।

Dr. Enamur Rahman is the Minister for Disaster Management. He said that the government is taking steps to make Bangladesh an earthquake-free country by 2071. This will be done with the financial help of Japan. Japan will provide workers and tools as well. Dr. Emanur shared this while at a debate competition. The debate tried to make the building owners responsible for the safety of their buildings, instead of the government. Enamur said they are taking help from Japan. Even though it is an island country, earthquakes do not cause any damage to the country. If a huge earthquake hits Japan, the large buildings will shake, but not collapse. Bangladesh cannot do this because we do not have capable engineers.

ড. এনামুর রহমান দুর্যোগ ব্যবস্থাপনা মন্ত্রী। তিনি বলেন, সরকার ২০৭১ সালের মধ্যে বাংলাদেশকে ভূমিকম্পমুক্ত দেশ হিসেবে গড়ে তোলার পদক্ষেপ নিচ্ছে। জাপানের আর্থিক সহায়তায় এটি করা হবে। কর্মী ও সরঞ্জামও প্রদান করবে জাপান। ড. এনামুর একটি বিতর্ক প্রতিযোগিতার সময় এটি শেয়ার করেন। বিতর্কটি সরকারের পরিবর্তে ভবন মালিকদের তাদের ভবনের নিরাপত্তার জন্য দায়ী করার চেষ্টা করেছিল।

Dr. Enamur Rahman is the State Minister for Disaster Management and Relief. He said that the government has taken effective steps to make Bangladesh an earthquake-resistant state by 2071. He continued, saying that the programme will be implemented with the financial and technical support of Japan. He made this disclosure while addressing at the closing ceremony of a parliament debate competition. The debate was titled “The role of the owner is more important than the government when dealing with earthquakes”. It was held at the BFDC in Tejgaon. Enamur referred to Japan as a country resistant to earthquakes. And justified he was. Despite being an island country, Japan has grown resilient towards earthquakes over the years. If a 10-magnitude earthquake strikes Japan, the 80-storeyed buildings would tremble but not collapse. Whereas, Bangladesh has millions of buildings but does not have the hundreds of engineers required to build more earthquake-proof structures. At the debate, presenters offered 10-point recommendations on earthquake risk management. However, unless these points are heeded to and applied, these debates are meaningless. Therefore it is up to the government and building contractors to take the responsibility. They have to educate the construction workers and architects before setting to work on a new building.

ড. এনামুর রহমান দুর্যোগ ব্যবস্থাপনা ও ত্রাণ প্রতিমন্ত্রী। তিনি বলেন, সরকার ২০৭১ সালের মধ্যে বাংলাদেশকে ভূমিকম্প-প্রতিরোধী রাষ্ট্র হিসেবে গড়ে তোলার জন্য কার্যকর পদক্ষেপ গ্রহণ করেছে। তিনি কথা চালিয়ে যান, জাপানের আর্থিক ও কারিগরি সহায়তায় এ কর্মসূচি বাস্তবায়ন করা হবে। সংসদ বিতর্ক প্রতিযোগিতার সমাপনী অনুষ্ঠানে বক্তব্য রাখতে গিয়ে তিনি এটা প্রকাশ করেছেন। বিতর্কের শিরোনাম ছিল “ভূমিকম্প মোকাবেলা করার সময় সরকারের চেয়ে মালিকের ভূমিকা বেশি গুরুত্বপূর্ণ”। তেজগাঁওয়ের বিএফডিসিতে এটি অনুষ্ঠিত হয়েছিল। এনামুর জাপানকে ভূমিকম্প প্রতিরোধী একটি দেশ হিসেবে উল্লেখ করেছেন। এবং তিনি ন্যায়সঙ্গত ছিলেন।
